Organisation Structure

The ZRO’s organizational structure is based on traditional customs, practices and the modern awareness and spirit of human rights. The democratic structure of the organization may be graphically presented as under:

Departments / Ministries

The organisation at present has five departments / ministries. Each department is headed by One Secretary (Siamaang), under which there are Directors, Jt. Directors, Dy. Directors… and the like.

Home Ministry

The Ministry looks into the internal affairs, planning and development, works, research, cultural protection, and other areas which may be assigned from time to time by the Upa-te.

Finance Ministry

The Ministry is responsible for resource mobilization, income and expenditure of public money, etc. The Organization runs on free-will contributions from Zomi nationalists all over the world.

Information & Public Relation

The ministry handle the works of information, publicity, publication, public dealings, and building relationship with like minded organisations.

External Affairs

The ministry is responsible for making contact with or building relationship with other countries or organisation who share the vision of re-unification or restoring democratic right to the indigenous people around the world.

Defence Ministry

This is the Volunteers’ Wing of the Organization and can be categorized into two sub-wings:

Zomi National Volunteers (ZNV) – The duties and functions of the National Volunteers are concentrated on:

⇒ rehabilitation of persons displaced by natural calamities like famine, earthquake, wild-fire etc. or by man-made calamities in times of war or peace;

⇒ relief work, providing First Aid to the sick and injured;

⇒ social service including the fight against the drugs menace, holding of rallies and conferences on matters of national importance, and civil defence etc.

Zomi Revolutionary Army (ZRA) – This consists of well organized, highly trained and disciplined volunteers who can be activated when provoked to protect the interests of the Zomi in the advent of threats to their way of life, their freedom, their land and their aspirations. The ZRA, as has been proved time and again, always acts with the greatest of restraints if it at all has to act.

Ukpipa (President)

The President is the Executive head of the organisation; elected by the members of the Upas (Central Executive Committee) for a period of five years. He is, therefore, accountable to the Upas, and can be impeached by them under the conditions laid down in its constitution. He is also the Supreme Commander of all forces.

The President, Vice President, and General Secretary of the Organisation constitutes Ukpi-te (Executive Heads).

Khawnbawl Upa-te (Cabinate Council)

The Executives Heads and Departmental Secretaries constitute Khawnbawl Upas. Their portfolios were assigned by the President in consultation with the Ukpi-te.

Vaihawm Upa-te (Central Executive Committe)

This is the highest governing body of the organisation which comprises of all Headquarters Officers of Director rank and above. The sitting of the Upas (Upas’ Vaihawmna) can initiate proposals for policy changes, discuss and pass financial statements, and can initiate impeachment process of the President.
